Suicide blast kills powerful Afghan police chief
Egypt's Mubarak fined for communication service cut
CAIRO (Reuters) - An Egyptian court on Saturday fined ousted President Hosni Mubarak and two former officials 540 million pounds ($90.64 million) for cutting off mobile and internet services during January protests, a court source said.It was the first court ruling to be made against Mubarak since he was ousted on Feb. 11. Mubarak faces more serious charges, including ordering the killing of protestors, a charge which could carry the death penalty.A judicial source said the administrative court fined Mubarak 200 million Egyptian pounds, former Prime Minister Ahmed Nazif 40 million pounds, and former interior minister Habib el-Adly 300 million pounds.The court ruled that Mubarak, Nazif and Adly were guilty of "causing damages to the national economy" and the fines would be paid to the country's treasury, the source said.At least 800 people died during 18 days of protests that toppled Mubarak, and more than 6,000 were injured by live ammunition, rubber bullets, water cannons and batons.Telecoms operator Vodafone said in January it and other mobile operators had no option but to comply with an order from the authorities to suspend services in selected areas of the country during the peak of the anti-government demonstrations.

Air France crash sparks pilot mystery
Information gleaned from black boxes, and recovered almost two years after the disaster killed 228 people, confirmed that speed readings in the Airbus cockpit had gone haywire, believed to be linked to the icing of speed sensors outside the jet.As Air France pilots fought for control, the doomed A330 dropped 38,000 feet, rolling left to right, its engines flat out but its wings unable to grab enough air to keep flying.The plane crashed on June 1, 2009, en route from Rio de Janeiro to Paris. Black boxes stopped recording at 0214 GMT.France's BEA crash investigation agency said in a detailed chronology of the crash that commands from the controls of the 32-year-old junior pilot on board had pulled the nose up as the aircraft became unstable and generated an audible stall warning.Aviation industry sources told Reuters that this action went against the normal procedures which call for the nose to be lowered in response to an alert that the plane was about to lose lift or, in technical parlance, 'stall'.This type of aerodynamic stall is nothing to do with a stall in the engines, both of which kept working as crew requested."A stall is the moment at which a plane stops flying and starts falling," said David Learmount, operations and safety editor at the British aviation publication Flight International.

WASHINGTON – The terror group al-Qaida last summer considered hijacking and detonating oil tankers in non-Muslim seas to provoke an "extreme economic crisis" in the West, according to documents seized from Osama bin Laden's compound in Pakistan, the U.S. government said.It said there was no specific or imminent threat and that officials don't know whether al-Qaida had continued the plotting since last year.In a confidential warning obtained by The Associated Press, the FBI and the Homeland Security Department said that al-Qaida sought information on the size and construction of oil tankers, and determined that blowing them up from the inside would be easiest due to the strength of their hulls. Al-Qaida recommended test runs of the plot."We are not aware of indications of any specific or imminent terrorist attack plotting against the oil and natural gas sector overseas or in the United States," DHS spokesman Matthew Chandler said in a statement Friday. "However, in 2010 there was continuing interest by members of al-Qaida in targeting oil tankers and commercial oil infrastructure at sea."Another U.S. official, who was briefed on the bin Laden documents, described the plot as aspirational and not fully formed. The official spoke on condition of anonymity to discuss intelligence matters.The government warning went to federal, state and local law enforcement and companies in the oil and gas industries. The Homeland Security Department said it was not raising the nation's terror alert level.

EL-ARISH (Egpyt): An Egyptian navy gunboat has ordered aid ship MV Finch (Spirit of Rachel Corrie), which has been at anchor for three days, to leave the waiting area at El-Arish Port."They are preventing the ship from berthing," said Bernama journalist Mohd Faizal Hassan, who is one of the 12 passengers and crew on board the MV Finch, in a SMS note to Bernama's headquarters here Thursday night.According to Mohd Faizal, the MV Finch has been ordered not to come within a three nautical mile radius of the port.He also reported that fresh rations and water supply were fast running out.He said the ship was still waiting for permission from the port authority to berth."We do not know when the permission will be given," he said.The ship, which is carrying 7.5km of PVC pipes to help repair Gaza's devastated sewerage system, had tried to break Israel's blockade of the strip earlier this week but was forced to divert to El-Arish Port after it came under fire from Israeli naval forces.- Bernama

BRISBANE, Australia (AFP) – A man was in a coma Thursday after falling off a car reportedly while "planking" as three others were charged for taking part in the Internet craze on the roof of a moving vehicle.Simon Hallam, 20, may never recover from horrific head injuries after falling heavily onto the road from a fast-moving car as he attempt to "plank", according to local reports, although other media said he was "car surfing".The "planking" craze involves someone lying flat on their stomach with their arms against their bodies in unusual and sometimes dangerous situations, with photos of their exploits posted on social media sites.The fad has gone viral in Australia over the last week, but claimed a life on Sunday when a man died in Brisbane after plummeting to his death while attempting to "plank" on a seventh-storey balcony.Hallam's father, Terry, told the Brisbane Courier-Mail that what happened to his son was a strong warning to others thinking about joining the craze."The Internet and Facebook, they're just dreadful things ... they encourage this sort of behaviour among the young ones," he said."And young ones don't think about the consequences of their actions, they think it's fun, so they do it with little thought for what could happen - like this."

PM : US companies to invest billions in Malaysia
NEW YORK: Several multinational American companies will invest between US$5bil (RM15.1bil) and US$6bil (RM18.14bil) in Malaysia over the next two to three years, said Prime Minister Datuk Seri Najib Tun Razak.He said the investments would flow into the advanced electronic, renewable energy, oil and gas, information and communication technology, health care equipment, pharmaceutical and services sectors.In fact, he said Motorola, which has been operating in Malaysia for the past 37 years with about 7,000 employees, would invest about RM4bil to set a Global Excellence Centre at its Pulau Pinang plant to provide service support for customers throughout the Asia Pacific.“This is a big achievement ... they are satisfied with the cooperation given by the Federal Government. They are now involved in the technical system for the Royal Malaysian Police,” he told Malaysian journalists on the second day of his visit to New York.Najib expressed satisfaction at the response and commitment shown by several industry captains and fund managers, who are attending the two-day “Invest Malaysia New York 2011” here, to invest in Malaysia.
PTPTN allocates RM6bil for student loans
MARAN: The National Higher Education Fund Corporation (PTPTN) has allocated RM6bil in funds this year, to benefit 235,000 students in both public and private institutions of higher learning.Its chairman Datuk Ismail Mohamed Said said the allocation was part of the Government's continued efforts to achieve a highly-educated nation.Since 2007, he said, PTPTN had been increasing the allocations from RM2bil to RM6 bil gradually, to enable students to focus on their studies.He was speaking to reporters after a PTPTN loan advance ceremony held at the University Technology Mara here Wednesday Since 1997, the corporation has handed out loans to 1.73 million students, totalling RM38.38bil.On loan recovery, Ismail said a mere RM600mil was recovered from "blacklisted" loan defaulters.He said that since last year, the defaulters were barred from leaving the country, adding there were still 228,000 defaulters who stubbornly refused to settle a whopping RM2.5bil in loans.

The queen, accompanied by the Duke of Edinburgh, then headed off to President Mary McAleese's official residence for a ceremonial welcome where the British national anthem God Save the Queen and Amhrann na bhFainn, the Irish national anthem, were played in the grounds.President McAleese has developed a good relationship with the queen and has visited Buckingham Palace, the queen's official residence in London, on a number of occasions, say royal experts.

Libya buries imams reportedly killed in air strike
At least 50 other people were wounded in the NATO attack on the eastern city of Brega that killed 11 imams, early on Friday, with five of them in critical condition, government spokesman Mussa Ibrahim said.Hundreds of people gathered at the cemetery in Shatia al-Henshir, east of the capital, shouting "jihad, jihad", "martyrs of Libya" and "God, Libya and Moamar."Major Khuildi al-Hamidi, a long-time confidante of Mr Gaddafi, attended the burial, which was punctuated by commemorative gunfire.
In contrast to government accounts, NATO said a "command and control bunker was struck in Brega early (Friday) morning, as the structure was being used by the Gaddafi regime to coordinate strikes against the Libyan civilian population.""We are aware of allegations of civilian casualties in connection to this strike and although we cannot independently confirm the validity of the claim we regret any loss of life by innocent civilians when they occur," the alliance said.An imam at a news conference, identified as Nureddin al-Mijrah, called for revenge against the countries taking part in air strikes on Libya.He urged Muslims across the world "to take revenge for our brothers who died today. HICKMAN, Ky. – People along the lower Mississippi River and its tributaries packed their belongings and emergency workers feverishly filled sandbags as high water pushed its way downstream Wednesday in a slow-motion disaster that could break flood records dating to the 1920s.From Illinois to Mississippi, thousands of people have already been forced from their homes, and anxiety is rising along with the mighty river, even though it could be a week or two before some of the most severe flooding hits."I've never seen it this bad," said 78-year-old Joe Harrison, who has lived in the same house in Hickman since he was 11 months old. Floodwaters from the Mississippi turned his house into an island — dry but surrounded by water. He has been using a boat to get to his car, parked on dry ground along a highway that runs by his house. Up and down the Big Muddy, farmers braced for a repeat of the desperate strategy employed earlier this week in Missouri, where Army engineers blew up a levee and sacrificed vast stretches of farmland to protect populated areas upstream.Forecasters and emergency officials said some of the high-water records set during the great floods of 1927 and 1937 could fall. On Wednesday, for example, the Mississippi eclipsed the 46-foot mark set in 1937 in Caruthersville, Mo., and the water was still rising, with a crest of 49.5 feet forecast for Sunday.

Osama Bin Laden's neighbors noticed unusual things
Although the house is large, it was unclear how three dozen people could have lived there with any degree of comfort.
Neighbors said they knew little about those inside in the compound but bin Laden apparently depended on two men who would routinely emerge to run errands or to a neighborhood gathering, such as a funeral. There were conflicting details about the men's identities. Several people said they were known as Tariq and Arshad Khan and had identified themselves as cousins from elsewhere in northwestern Pakistan. Others gave different names and believed they were brothers.
Arshad was the oldest, and both spoke multiple languages, including Pashto and Urdu, which are common here, residents said.
As Navy SEALs swept through the compound early Monday, they handcuffed those they encountered with plastic zip ties and pressed on in pursuit of bin Laden. After killing the terror leader, his son and two others, they doubled back to move nine women and 23 children away from the compound, according to U.S. officials.

White House target : US determined to destroy al-Qaida
WASHINGTON – White House counterterrorism adviser John Brennan says U.S officials hope to build on the killing of Osama bin Laden to destroy the al-Qaida terrorist organization.Brennan tells NBC's "Today" show the Obama administration is determined "to pummel the rest of al-Qaida." He said the organization already has suffered "severe body blows." He also said in Tuesday's interview that "clearly there was some kind of support network" for bin Laden inside Pakistan. Brennan declined to blame the Pakistani government for that, calling Islamabad "a strong counterterrorism partner." But he also said the Pakistani government is conducting its own investigation into how bin Laden dodged authorities for so long. Brennan said it is "unknown at this point" whether individuals inside the Pakistani government were helping bin Laden.

Bin Laden's demise: US rejoices after a decade
Bin Laden, killed in an intense firefight in a daring raid at his fortified hideout in Pakistan, was hunted down based on information first gleaned years ago from detainees at secret CIA prison sites in Eastern Europe, officials disclosed.
His body was quickly taken away for burial at sea, but not before a DNA match was done to prove his identity. A U.S. official said there also were photos showing bin Laden with the fatal wound above his left eye, a gunshot that tore away part of his skull. The photos were not immediately released.
"The world is safer. It is a better place because of the death of Osama bin Laden," Obama declared, hours after U.S. forces killed the al-Qaida leader in the middle-of-the-night raid on his compound in Abbottabad. Obama was expected to visit New York, the site of al-Qaida's attack on the World Trade Center, and meet with the families of those killed, an administration official said.
The CIA already was poring over confiscated hard drives, DVDs and other documents looking for inside information on al-Qaida, including clues that might lead to his presumed successor, Ayman al-Zawahri.
Bin Laden's death after a decade on the run unloosed a national wave of euphoria mixed with remembrance for the thousands who died in the Sept. 11 2001, terror attacks. Crowds celebrated throughout the night outside the White House and at ground zero in Lower Manhattan where the Twin Towers once stood. Thousands of students at Penn State University and in other college towns spilled into the streets and set off firecrackers to mark the moment.

Storm survivors turn to faith, federal government
BIRMINGHAM, Ala. – Southerners turning to their faith to make sense of the devastation left behind by the second deadliest tornado outbreak in U.S. history also will be counting on the federal government for help, which Obama Cabinet members assured would come quickly.
Homeland Security Secretary Janet Napolitano toured hard-hit neighborhoods of Alabama and Mississippi on Sunday to offer condolences and pledge support.
"This is not going to be a quick comeback or an immediate (recovery) but it will be, in my view, a complete one," she said in shattered Smithville, Miss., where little was left standing.
The storms that roared across the South last week flattened churches and crushed the homes of pastors and parishioners in a ragged stretch from Mississippi to Virginia. At least 342 people were killed and thousands more hurt.
So on the first Sunday after the disaster, believers streamed into houses of worship to give thanks for being spared, to mourn the dead and ponder impossible questions. Why did some survive without any explanation? Why did others die for no apparent reason?
Many people in this highly religious region saw God at work, even amid the devastation.
"God just put his big old arms around us," said Peggy Blevins, 59, of Rainsville, Ala. "I don't understand why he takes some people and leaves others. But I thank him just the same for protecting us."
When the storm drew near, she and her family hid in a hallway of their house. She believes they survived only because some trees fell on the house, pinning it down and preventing the tornado from hurling it through the air.
"To some people it might sound cold, but God does have a plan," Blevins said. "I know I sound like one of those Southern Baptists, but I am."

Libyans burn UK, Italy missions after NATO strike
TRIPOLI, Libya – Angry mobs attacked Western embassies and a U.N. office in Tripoli Sunday after NATO bombed Moammar Gadhafi's family compound in an attack officials said killed the leader's second youngest son and three grandchildren, ages six months to two years.
Russia said the Western alliance exceeded its U.N. mandate of protecting Libyan civilians with the strike.
The vandalized embassies were empty and nobody was reported injured, but the attacks heightened tensions between the Libyan regime and Western powers, prompting the United Nations to pull its international staff out of the capital.
The bombing did not slow the attacks by Gadhafi's forces on rebel strongholds in the western part of Libya that has remained largely under the control of the regime. The rebel port of Misrata, which has been besieged by Gadhafi's troops for two months, came under heavy shelling Sunday and at least 12 people were killed, a medic said.
Gadhafi has repeatedly called for a cease-fire, most recently on Saturday, but has not halted his assault on Misrata, a city of 300,000 where hundreds have been killed since the rebellion against Libya's ruler erupted in mid-February.
The rebels, who control most of eastern Libya, have been unable to gain an advantage on the battlefield despite weeks of NATO airstrikes. Alliance officials and allied leaders emphatically denied they were hunting Gadhafi to break the stalemate between the better trained government forces and the lightly armed rebels.
Canadian Lt. Gen. Charles Bouchard, who commands NATO's operation in Libya, said that "we do not target individuals." However, the leaders of the U.S., Britain and France have said Gadhafi must go, prompting warnings by U.N. Security Council members Russia, China and Brazil against NATO attempts to change the regime.
In some of its strongest language, the Russian Foreign Ministry on Sunday accused NATO of a "disproportionate use of force" and cast doubt on NATO's assertion that it is not targeting Gadhafi or members of his family. Russia called for an immediate cease-fire.
NATO warplanes have shifted their focus in the past two weeks from support for rebels on the front lines to attacking the regime's communications centers. Saturday's strike reduced most of the Gadhafi family compound, which takes up an entire block in the residential Garghour neighborhood, to rubble.
